Putting Vacaville First. Always.
A Commitment to Residents Above All Else
Every project that comes before the Vacaville City Council should be judged by one standard: What is best for Vacaville? That has always been my approach, and it always will be.
I was elected to represent the people of Vacaville, not special interests, outside organizations, or the biggest checkbook. My responsibility is to protect our community, preserve our quality of life, and ensure that the decisions we make today strengthen Vacaville for generations to come.
Throughout my time on the City Council, I have believed that community input must be at the center of every major decision. Residents deserve a fair, transparent, and professional process where their voices are heard, tough questions are asked, and every proposal is evaluated on its merits.
My record reflects that commitment. When a large Battery Energy Storage System was proposed in Vacaville, it came with significant financial incentives and promises of community benefits. But after a thorough public process, careful review of the facts, and extensive community input, I found that the risks to public safety outweighed the benefits. That process also resulted in our city adopting one of the strongest Battery Energy Storage System ordinances in the region. Find more information here.
That is what responsible leadership looks like.
The same principles apply to every proposal that comes before the City, whether it involves development in Vacaville or projects that could significantly impact our community. Every applicant deserves a fair hearing, and every resident deserves to know their concerns will be taken seriously. Fairness means listening to all sides, carefully weighing both the opportunities and the impacts, and making decisions based on facts, not politics, pressure, promises, or financial influence.
I will never prejudge a project before it comes before the Council because doing so would undermine the fair process our community deserves. But when it is time to make a decision, my priority will always remain the same.
Vacaville comes first. My commitment is to protect the safety, quality of life, and long-term future of the people who call Vacaville home.
Thoughtful Growth. Responsible Decisions.
Roy believes every major proposal deserves a fair and transparent review process. Economic opportunities should be considered, but not at the expense of the residents, resources, safety, and character that make Vacaville special.
The proposed creation of a new city in Solano County has raised important questions about how future development could impact Vacaville and surrounding communities.
Making Decisions Based on What’s Right
When Vacaville faced decisions involving major development proposals, Roy supported a thorough review process focused on understanding both the opportunities and potential risks.
Leadership means being willing to have conversations, evaluate the facts, and make difficult decisions when necessary to protect the community.

The Future of Vacaville Deserves Thoughtful Leadership
Every project deserves consideration. Every resident deserves a voice. Every decision should be made with Vacaville’s future in mind.
